Huge Week for Health Care Politics

The Republican Study Committee released their Stage One health care plan, which outlines the basic structure of the plan they believe should replace Obamacare in 2020. You can download their plan from the Key Documents on this medicare-advantage-for-all.com web site. Their plan document t details exactly what went wrong with the ACA and the dynamics that underlie why the Affordable Care Act insurance program are so not affordable. It proposes key tax provisions and administrative changes that will make insurance plans, like Medicare-Advantage-For-All more affordable. Including and most importantly, how their plan will cover everybody with preexisting health conditions. As RSC Chairman Rep. Mike Johnson (R-LA) said, “We’re going to make things better.”

Thank heavens Mike had some good news to share with us, because Senator Elizabeth Warren (D-MA) unveiled her long awaited estimation of the costs of her Medicare 4 all plan, which was bad news for anyone looking for relief from the high cost of health insurance. Candidate Warren touted the fact that her plan would cost only $52 Billion Dollars over ten years. Her plan was adopted from candidate Bernie Sanders Plan, which was previously estimated to cost only $32.6 Trillion Dollars over ten years. Senator Warren must be planning to pay doctors and hospitals a little more than Bernie’s plan.

Most Americans know that the United States currently has a huge level of debt, which exceeds $20 Trillion Dollars, after all of our expenses. Just the idea of electing a president, who is going to try promote the take-over a functioning health care system that adds that much more debt to the balance sheet is stunning, if not ludicrous. Critics say that trying to transform a multi-payer health care system into a single payer government run Medicare 4 all system is going to cause damage.

There is nothing wrong with wanting to improve our health care system or the way in which we pay for it. Most Americans that have health insurance are struggling with the cost of it. And, a majority of Americans are concerned about those friends and neighbors that can’t afford it. But, when most people hear about a plan that is going to cost Trillions of Dollars, throw over 2 million Americans out of work and result in the government taking away their health insurance choices, they are at a loss to believe it is an improvement.

Why We Need to Extend Medicare Advantage to Everyone

Nothing is more important than our health, right? Then, we need to start acting like it. Medicare Advantage-for-All (MAA) is the answer.

Did you know Medicare Advantage is the most popular health plan in the United States? If we extend it to everyone, we can lower our National Healthcare GDP (NHC) by $1.3 Trillion Dollars to 12% by eliminating more than half of our chronic illness.  According to OASDI Trustees, they project by 2026 the Medicare Trust Fund for 59.8 Million retired Americans will be 100% GONE!

Here are some current facts and figures about the state of health in the United States:

  • The United States is the number one national spender on healthcare across the globe, yet, the WHO says we are only 37th in quality.
  • The CDC finds that 90% of the national NHC-GDP ($3.285 Trillion Dollars) is spent on the treatment of chronic illness.
    • We can reduce an estimated 80% of this risk with better medical care and an integral Medicare-Advantage-For-All health and wellness program.
  • 66% of U.S. is overweight. NIH says 2 in 3 Americans are overweight and the CDC reports nearly 40% of us (124.4 Million) are obese.
  • The 2018 NHC-GDP is $3.65 trillion dollars, and it is expected to increase 5.5% annually through 2030, at which time our over age 65 population will have doubled, we will have added 5 Million more uninsured Americans and our chronic illness cost will explode.
  • The healthcare formula that we are sitting on will create a financial burden on the American people that may deprive Medicare beneficiaries of their health insurance. Unless we start doing the RIGHT thing, our seniors will NOT be able to keep their plan!

Medicare Advantage Vs. Obamacare

Medicare Advantage (MA) is the most popular health plan in America. Its enrollment exceeds 22 million Americans, which is well over twice the number of ACA (Obamacare) participants. MA is the fastest growing health insurance plan – thousands of new members get added daily. Meanwhile, Obamacare is the most expensive health plan in the world.

In 2015, the ACA cost eclipsed the annual per member cost of the Medicare Advantage plans (and Traditional Medicare) by over 35%. The per member cost of Obamacare far exceeds the benefits being provided to the American taxpayers and the unsubsidized American citizens paying for the program. In 2015, the annual cost/benefit per member cost $13,198 while it cost $9,719 for MA. Also, in 2015, 9.1 million had Obamacare while 17.8 million had MA.

The ACA has been the most expensive federal health insurance program in American history. Over and above the cost of the 3R’s: risk corridor, risk adjustment and reinsurance funding, the CSR payments and the cost of the federal and state marketplace exchange operations; not including all of that, the remaining annual per member cost of the ACA program exceeded that of the traditional Medicare Fee-for-Service program, which is a real feat.

MA health insurance plans are vastly more comprehensive than the affordable ACA benefit plans. MA’s exceed traditional Medicare’s equivalent comprehensive benefits with RX and wellness benefits, reasonable deductibles and in most jurisdictional counties, a zero dollar (0) out-of-pocket premium for the beneficiaries. The ACA health plans are generally the opposite, having multiple thousand-dollar deductibles, high out-of-pocket expenses and generally expensive and inflationary premiums for those, who do not qualify for federal subsidies.

The ACA was an inflationary program from the very start. In 2014, the Bureau of Economic Research documented a 24.4% increase in non-group premiums that would not have happened without the ACA. Between 2013 and 2017, ACA exchange premiums increased on average 105% and the annual cost of Silver-tier plans, which are used to calculate the federal subsidies were up again in 2018 by 32%.

This increase has been of great concern to Republicans running for re-election in the midterms. The ACA has not increased health plan affordability, competition in the marketplace or documented any remarkable cost containment. Medicare Advantage programs, on the other hand, have demonstrated substantial savings over the cost and quality of the traditional Fee-for-Service Medicare program that Democrats would like to extend to everybody.

Reducing the Cost of Healthcare with Medicare Advantage

The Medicare Advantage (MA) programs insure over twenty-two (22) Million Americans with comprehensive health insurance, at a lower federal cost than either Traditional Medicare or Obamacare/ACA. The progressive “Medicare for All” plan has a growing popularity among the American electorate. House Democrats made improved health care a successful plank in their 2018 congressional campaigns – but what we need to see is more practicality devoted to achieving this goal.

The affordability of health insurance is the last, and most important piece of our truly great American health care system puzzle that we need to complete. The Democrats call for “Medicare for All” is an understandable expression of our collective desire to successfully complete this work of art. In an Amerispeak poll conducted last year, 49% of Americans were very concerned about the number of people without health insurance.

The failure of the Republican Party to come up with a viable alternative to the ACA and the fact that we still have 30 million uninsured Americans has exacerbated this national crisis and thwarted the efforts of our health insurance carriers and health care providers to extend their services to all Americans.

We need to see more practicality and creativity devoted to achieving a solution to this problem. The Mercatus Center at Georgetown University has released a comprehensive study showing that Senator Sander’s “Medicare for All” Bill would cost $32.6 trillion over the first 10 years. Our country currently has a national debt of approximately $21.7 trillion. Based on these numbers, conservatives will probably be successful in opposing “Medicare for All” so long as Republicans maintain a majority in Senate.

What we can do to fix this system is deregulate the non-group health insurance market and crank up a variety of Gold, Silver, and Bronze – Medicare Advantage (MA) health insurance plan choices that will be attractive to and more affordable for young and middle-aged Americans. As we all know, MA is a tremendously successful program. It already covers over 38% of our elderly citizens. Moreover, some of the special Medicare and Medicaid plans may also cover the costs of an assisted living facility for a few months. A few other senior services can also be covered by such healthcare plans.

Not to forget, Medicare Advantage is growing like a weed. Of the 11,000 – 15,000 Americans that age into eligibility for the Medicare program daily; the Gorham Group believes that 50% choose MA plans within their first year of eligibility. It does not take a rocket scientist to see the MA is far more successful than Obamacare (9 Million) will ever be. ACA enrollment has declined in each of the last three years. And, even as we currently enjoy almost the lowest uninsured rate ever in U.S. history, the ACA is steadily moving us in the wrong direction. We can make these Medicare Advantage plans even more affordable by preserving the competition between the health plans.

Necessary subsidies and tax credits can be funded by restructuring the Medicare Trust Funds, which must be done shortly because the Medicare Trust Fund actuaries predict it will be bankrupt by 2026. This year they will issue the second “Medicare Funding Warning” that within 7 years, Medicare will have to draw more than 45% of its funding from general revenues. For each such “Warning” by law, requires the President of the United States to submit to the U.S. Congress proposed legislation responsive to the problem “within 15 days after the submission of the Fiscal 2020 Budget.” Congress is then required to consider the legislation on an expedited basis. This law is a measure of the importance we place on protecting our Medicare program.

Long story short, it should be clear that it is within our power to reduce our cost of health care. We have the skill and expertise to simultaneously reduce the cost of our health care GDP to a competitive world market level, secure our exceptional and unique health care financing system and improve the health, productivity and insurability of the American people. A properly designed, expertly administered and adequately regulated MAA program will accomplish these goals.

Top 10 Things Medicare-Advantage-For All Can Do for People

Medicare-Advantage-For-All plans (MAA) can deliver an American health care system capable of achieving affordable and accessible health care for every American.

This program will be designed to attract the young and middle-aged Americans that have not been able to take advantage of Obamacare. We envision these plans to be offered right along-side the ACA/Obamacare plans, which currently only cover 8.4 Million participants. All residents of the U.S., who are not eligible for (or covered by) other health insurance, will be able to participate in these new MAA plans. The MAA Plans should be especially attractive to students, low wage workers, and all the other people who comprise the 30 Million uninsured Americans, who cannot afford to buy ACA health insurance.

For this blog post, we wanted to share the top 10 things that Medicare-Advantage-For-All can do for the people. Remember, Medicare-Advantage-for-All Americans and the ACA (Affordable Care Act) are OK together. Obamacare can co-exist with Medicare-Advantage-for-All Americans. There is no need to repeal the ACA.

  1. “Medicare Advantage for All” (MAA) will focus on covering the 30 Million uninsured and the ACA’s.
  2. MAA will cost less per person than the ACA. The federal government, the taxpayers and the program participants will all save money.
  3. The program will be insured, underwritten, and administered by skilled health insurance experts with a proven track record for effectively delivering insurance programs “that work” for the American people.
  4. Medicare-Advantage-for-All Americans will incorporate all the Conservative Principles for Health Reform, being grounded in the free market with smaller government administration and no unnecessary insurance mandates and regulations.
  5. The MAA structure will be designed for and be naturally receptive to the federal government’s ability to effectively contain, control, and reduce health care costs and prescription drugs nationwide.
  6. MAA will know no state boundaries. Multiple carriers will offer uniform programs in all states and municipalities and have a dedicated and coordinated focus on improving the physical, mental health, and well-being of the American people, thereby increasing their productivity.
  7. Medicare-Advantage-for-All Americans will develop specific affordable health insurance products designed to cover the growing low-wage working population in America. These programs will effectively integrate the primary care offered by our national Community Health Centers Network and Rural Health providers with tertiary health care for this underserved population in a CHCHP Program.
  8. MAA will correspond to and coordinate with constructive Medicaid modernization and expansion programs and will make it possible for the United States to achieve near 100% insurability of all American residents.
  9. MAA will allow maximum use of Health Savings Accounts and provide tax credits and premium subsidies to those Americans least able to afford health insurance due to their incomes.
  10. Congress will fund MAA in their across-the-board re-structuring of the Medicare Trust Funds. All arbitrary ACA taxes on certain businesses or certain taxpayers must be repealed, including the Cadillac taxes, investment income taxes, health insurance taxes and medical device taxes, which only hit select businesses and American households.

President Obama described ACA as a wealth transfer. MAA is a deliberate Health Insurance Reform for all Americans.

How Can Medicare-Advantage-For-All Fix the System?

We know it can be hard to imagine that there’s something out there right now that can fix our healthcare system…but there is. It’s called Medicare Advantage.  Healthcare should not be about greed and profit-driven health insurance corporations. A national health care plan should be about health care. We had hoped Obamacare would fix the system, but it actually broke the system because of the way tasks were handled, and 30 million Americans are still without health insurance.

Now with Medicare-Advantage, we have an opportunity to do healthcare right this time.

The failure of Obamacare has taught us how to successfully approach the market.

A properly structured business model incentivizes health insurance companies to maintain and improve the health of the American people, as is the case with the Medicare Advantage programs. A properly structured health insurance program that pays carriers a capitation fee, so that the healthier their population gets, the more money they make, helps both them and the American people they serve. Demonizing the industry, especially the not-for-profits (that are helping) and trying to replace them all, is ludicrous.

The reason we have 30 Million Americans without health insurance is largely because they can’t afford the health insurance and we cannot expect the taxpayers to buy it for them. As you know, as a result of the fact that health care is so expensive, the Medicare Trust Fund is just about to run out of money. The real reason the Medicare Trust Fund is running out of money is NOT because of greedy insurance carriers or overpaid health care professionals. A huge contributing factor is that the health condition is of the American people is so Deplorable! Our health status is the main reason that our health care costs are going through the roof.

As Warren Buffet has implied that when the government takes over, it makes matters worse – that is exactly where we are with health insurance today in the United States.

Our proposal for “Medicare-Advantage-For-All plan is all about health care and it is all about the health of the American people – that is what this debate should be about!

The traditional Medicare program is NOT affordable, partly because of the deplorable health condition of the American people and partly because our health care system is not structured properly to improve our health.

The biggest reason Medicare for All (M4A) can’t fix the system is the cost. M4A is trying to take on too much. We have a Medicare Trust Fund for 59 million Americans seniors that will be 100% gone by 2026.

We want to extend a “Medicare” program to everyone just as much as our sensible and sincere politicians want to do, but we sincerely believe we have found the “best” way to do it.

If we are going to improve the health of the American people and successfully reduce the cost of health care, we must commit ourselves, as a nation to achieving the lowest National Health Care GDP of any industrialized nation on this planet. In order to do that, we have to change the architecture of our health insurance plans. We need to gear this new architecture toward improving the way we interact with the health plans as insureds and the way the medical profession treats our disease in the United States. Medicare for All will NOT do any of these important, in fact critical things, unless we have the political will to re-design Medicare with the Apollo style Medicare Advantage plan.

Obviously, we need to try something new. In doing so, we should rely upon the programs that are affordable, like Medicare Advantage! Medicare Advantage is ALREADY working for over 22 Million Americans and extending the program to everybody should be a no brainer and our highest national priority.

In previous blog posts, we’ve discussed what the Medicare-Advantage-For-All plan is in detail to give you an understanding of what we believe will work for the American people.

We believe Medicare-Advantage-For-All is “the answer.”  By choosing this plan, we will reduce the cost of healthcare by demanding that the federal government improve our health, well-being and productivity. Extending Medicare Advantage to everybody will NOT happen without your support. We have a Community Health Center system that have over 10,000 service location and serves over 24 Million American low wage workers and those in need regardless of their income. We do take care of Americans, but we do Not have equal access to comprehensive health insurance for every American and MAA can do that for us.

Bernie Sanders is currently campaigning to give everyone “Traditional Medicare for All”. His S. 1129, has 14 co-sponsors in the Senate. At Medicare-Advantage-For-All.Com, we liked Bernie’s idea of involving the Secretary so much, we developed our own Draft Senate Bill asking the Secretary of Health and Human Services to use the resources of his Department to come up with a program and report back to Congress on it, so that it can be debated and acted on in a timely fashion.

Sanders’ proposal for extending Medicare for All is soundly criticized by Republicans as being too expensive. Republicans believe his proposal will cost the nation $32.6 Trillion Dollars over the first 10 years, and they are probably right. Since our national debt is now only $20.7 Trillion Dollars, the idea of doubling down on the national debt is not going to pass, while Republicans control the Senate and the White House.

Medicare Advantage (MA- Medicare Part C) however, has broad bipartisan support in Congress. The current MA program appeals to both sides of the aisle for good reasons. It extends Medicare Advantage coverage to all persons over the age of 65 without any pre-existing condition exclusions and in most cases, without the any need to pay premiums out of pocket.

If we are successful in getting Medicare Advantage plans re-engineered and extended to all Americans:

  • It would not require market stabilization funds and the 3R Risk abatement programs and the CSR payments.
  • It would eliminate the need for special federal and state funding to support the marketplace exchanges.
  • It would continue to use capitation financing (which is the very basis of the Republicans previously proposed Medicaid reforms).
  • It would not require insurance carriers to raise their rates in order to expand services under the inflationary 80 – 85 Percent federal Loss Ratio requirements.
  • It will cost a lot less than the Affordable Care Act (ACA). In 2015, if we had purchased high-quality health insurance for all the ACA participants and paid all the premiums in full, we would have saved the American Tax payers well over $60 Billion Dollars.

 

  • It would eliminate the need for selective taxes by establishing an equitable funding base that doesn’t single out Wall Street or the health insurance companies that we are relying on to administer the program in a cost-effective manner for the benefit of the American people.

We must successfully convince the Democrats and the Republicans that Medicare Part C is the “Best Answer to Repeal and Replace Obamacare.” We ask all the members of the 116th Congress in both political Parties and their staffs to support this program. What is Medicare-Advantage-For-All?

As an American, you’ve heard of Medicare and likely know what it offers and costs.  However, we are proposing a better solution for Americans called: Medicare-Advantage-For-All.  With Medicare-Advantage-For-All, we will deliver comprehensive cost-effective health insurance for all Americans.

Traditional Medicare is too expensive and extending it to every American, even on a buy-in basis, is not going to improve our health or lower the cost! The Medicare-Advantage-for-All, on the other hand, will be a Defined Contribution health plan designed to be less expensive than Medicare and most ACA programs. Medicare Advantage costs less and is currently the most popular health insurance program in America.

What Advantages Does the Medicare-Advantage-For-All Plan Offer?

  • Medicare-Advantage-For-All Americans and the Affordable Care Act (Obamacare) are OK together. There is no need to repeal or replace Obamacare.

  • Medicare-Advantage-For-All will incorporate the Heritage Foundations Conservative Principles for Health Reform.
  • The rating of Medicare-Advantage-For-All Americans will require the cohesive use of the collective buying power of the federal government to effectively contain, control and reduce health care and Rx costs nationwide.
  • Medicare-Advantage-For-All Americans will know No state boundaries, even as the carriers will all be subject to state insurance regulations for licensing.
  • The carriers for Medicare Advantage-For-All will be required to have integral health and wellness programs with a dedicated focus on improving the physical and mental health and well-being of the American people and increasing their productivity in the workplace and in their communities.
  • Medicare-Advantage-For-All Americans will be required to offer a special low-cost comprehensive program for the growing number of low-wage workers in the United States in conjunction with the National Association of Community Health Centers.
  • Medicare-Advantage-For-All Americans will correspond to and coordinate with constructive Medicaid work rules and Medicaid expansion plans and make it seamlessly easier for people to get off the Medicaid rolls. The goal will be for the United States to achieve near 100% participation of all citizens that want to be insured in this True American way and who are willing to buy affordable health insurance.
  • Medicare-Advantage-For-All Americans will allow maximum use of Health Savings Accounts and provide tax credits and premium subsidies to those Americans who are least able to afford health insurance due to their incomes.
  • Congress will fund Medicare-Advantage-For-All Americans with an across-the-board re-structuring of the Medicare Trust Funds. All arbitrary ACA taxes on certain businesses or certain taxpayers must be repealed, including all Cadillac taxes, investment income taxes, health insurance taxes, and medical device taxes which only hit select businesses and American households.
