How Do We Lower the Healthcare GDP?

Did you know that in 2017, America spent about $3.65 trillion, or 18 percent of national health care GDP (NHC_GDP), on health expenditures, which more than twice the average among most developed countries. Chronic illnesses/diseases are a major contributor to the rise in health care costs. 90% of every dollar the US spends on health care goes toward treating chronic illness.

Medical professionals believe that about 80% or more chronic diseases are preventable or almost completely reversible with the right combination of health and wellness promotion and medical intervention.

As a nation, if we had been able to eliminate 50% of the cost of treating chronic illnesses in 2018, which is reasonable; our NHC-GDP would have been 12%, six percentage points (-6%) less than our actual GDP. This level of spending is  just about equal to Switzerland, with the second highest NHC-GDP. Did you know that over 48% of our population suffers from chronic illness? Did you know that 2 out of 3 (66%) of Americans are overweight and almost 40% (124.4 Million) are considered obese? Did you also know that our Health and Human Services Department has had the premier Preventative Services Task Force since 1984? Their recommendations are considered the Gold Standard for clinical health preventative services in the world. Still, according to the “New England Journal of Medicine,” by the year 2023, seven chronic diseases will have a total annual impact of $4.2 Trillion dollars on our economy.

Most Americans know that many Americans are overweight (to an unhealthy degree), and it is causing us a lot of problems and a lot of money. Obesity-related health conditions include heart disease, stroke, Type 2 diabetes and certain types of cancers, which are the leading causes of preventable and premature death.

The savings from the improved treatment of chronic illness and the restructuring of the health insurance market should easily exceed 8% of GDP. To make a long story short, it is within our power to substantially reduce the cost of our health care in the United States. We have the skills and expertise to simultaneously reduce our health care NHC-GDP to a competitive world market level, secure our exceptional and unique health care financing system, and improve the health, productivity, and insurability of the American people.

Properly designed, competitive, expertly administered and adequately regulated Medicare Advantage for All (MAA) plans can be a meaningful start and will make an important contribution to the health and wellbeing of our people and our nation. After MAA, we will need to invent the next generation Defined Contribution Health plan that tangibly will reward participants for improvements in their behavior and incentivize medical practitioners to deliver effective Preventive Predictive Personal Medical care that will prevent illness, improve health and maintain improvements over the long term. We call this the Trump Apollo Medicare Advantage plans.

These plans will not happen unless we get together and get brutally honest with ourselves. The truth is the ACA’s government regulation created rapidly increasing health insurance premiums and restricted health insurance markets. This accelerated the rise in health care GDP and priced millions of unsubsidized Americans out of the market. Continuing to throw money at the ACA program will only make matters worse. Over the last seven years, all Americans aged 25 – 64 have increased rates of death from ALL causes. U.S. infant mortality is 71% higher than the average of comparable nations of the world. Americans are dying and the ACA has failed us. We are the suckers, paying more than anybody else and getting less for it. It is time to get serious about health reform. Americans are dying.

Life Expectancy and the Health of our Nation has Declined

A recent study published in JAMA showed the life expectancy of Americans has declined significantly over the last three years — a drop driven by higher death rates among all racial and ethnic groups. Americans in the prime of their lives are dying sooner.  The death rates increased from 2010 to 2017 for all causes among people aged 25 to 64. Although suicides, drug overdoses, and alcoholism were the main causes, other medical conditions, including heart disease, strokes, and chronic obstructive pulmonary disease, also contributed, the authors reported.

As per the lead author “The whole country is at a health disadvantage compared to other wealthy nations,” Dr. Steven Woolf of Virginia Commonwealth University, said. “We are losing people in the most productive period of their lives. Children are losing their parents. Employers have a sicker workforce.”

We are not surprised. The CDC Health Report for 2017 showed us that deterioration in all but one category (Age 65 and older-heart illness), over the last 20 years: ALL the degrees of disease suffered by the American people and the risk factors that cause them have increased, including heart disease, cancer, diabetes, hypertension, and hypercholesterolemia. In addition, sixty-six percent of our population (66%- up from 15% in 1960) is over-weight. We have the heaviest population of over-weights of any nation in the entire world. Over the last several years we have suffered increases in obesity in every age category 2-5 and 6-11 and 12-19 and now almost forty percent (40%) of all Americans over the age of 20 are obese.

This has got to stop. This weight problem contributes dramatically to our incidence of diabetes and chronic illness, the treatment of which now consumes 90% of the total National Health Care Gross Domestic Product (NHC-GDP). The NHC-GDP is eighteen percent (18% or $3.65 Trillion Dollars) of our total national GDP. The CBO predicts that the NHC-GDP will increase at an average annual rate of 5.5% in the coming decade.

In an April 2019 Associated Press Reported the Democrats enjoyed a strong edge with the voters on health care, with over 40% trusting them compared with 23% trusting Republicans. Our guess is these are the same suburban voters responsible for putting the Democrats back in the majority in the House of Representatives in 2018. None of the Democratic candidates have plans that address the fact that Americans are suffering shorter lives, a sicker workforce and we are at a health disadvantage compared to other countries with which we compete. The political party that successfully addresses these problems will win the hearts, minds and the votes of the American electorate in the next election. Medicare Advantage for All effectively addresses these problems but simply extending the old traditional Medicare plan 4 all does not!

How Do You Join the Medicare Advantage for All Movement

What is the Medicare-Advantage-For-All movement? The Medicare-Advantage-For-All.Com (MAA) is a grassroots political advocacy group on a mission to promote Medicare Advantage as the platform for a truly American revolutionary health insurance plan. MAA will enable the restoration of the health, wellness and wellbeing of the American people and do so for the lowest possible cost.

We’d love for you to join us. Your support enables our efforts to have an effect on legislation and government action to improve the health and financial security of all Americans. We want to ensure immediate access to the best health care in the world at the lowest possible cost for every single American citizen that wants it. We are particularly concerned about our country’s most vulnerable citizens, including hard-working low-wage workers and the deserving uninsured, who are most vulnerable and in need of our protection and support.

To help them, we need your support. We have been working for more than four years now to get Washington, D.C. to consider our proposals. And, we have been remarkably successful. The President of the United States has mentioned our proposal in his political rallies. We were successful, along with many others, in restoring funding for the federally qualified Neighborhood Health Centers, effectively delivering primary care to millions of Americans in 1,400 communities throughout the country. And, we have a mini-plan we call the Community Health Center Health Plan (CHCHP) to further extend the benefits of this valuable resource.

Our goal is to raise awareness of the Medicare Advantage For All by making it a more viable political alternative to the progressive Medicare 4 All bills and to the importance of committing our nation to an Apollo style national program that reduces our national health care GDP to the lowest level of all the developed nations of the world by 2030. Already, the Democrats are feeling the public pressure (even from former President Obama) to consider more moderate and realistic health reform proposals in their bids for election in 2020. The Republican House Study Committee has also released a framework within which a Medicare Advantage Plan for All may fit, to create the greatest health plan the world has ever known. It looks like, no matter which party wins the 2020 elections, meaningful legislation before 2021 will be considered.

We have two opportunities for you to become a supporter (Individual and Group). The Individual Supporters, who are Medicare Advantage subscribers, politicians, their staff members, lobbyists and everyone, who has an interest in getting the system right. The Group Supporter are businesses and organization, including our insurance carriers, managed care organizations, private and political organizations, etc. Any group that would qualify for group health insurance coverage can join.

Our goal is to simply be a down-to-earth grassroots political movement, committed to getting this message out there. A comprehensive affordable health insurance for All Americans will only be possible if we are able to improve the health and wellbeing of the American people. We need a new kind of health insurance plan to do that. Humana and other Medicare Advantage plan insurers are showing us the way. We don’t need to reinvent the wheel. All we need to do is turn some wheels of governement toward what we have already created. We believe in doing that the old fashion way – by earning it, but we need your help to get the job done!

Medicare Advantage For All and the RSC Health Care Plan Fit Like a Glove

The RSC Health Plan is a framework for personalized, affordable care. As a framework, it is designed to support programs that successfully fit into the purposes for which it is designed, principally making health insurance more affordable and more accessible to the American people. Medicare-Advantage-For-All (MAA) fits right into this framework. Not only does MAA fit well in the framework, it enhances the personalized aspect of the RSC Plan by promoting an integrative approach to medical care that is predictive, preventive and personalized (PPPM) and driven by quality outcomes. The PPPM approach effectively reverses and, in some cases, even eliminates chronic illness which, according to the CDC, accounts for 90% of our annual medical costs in the United States. The RSC Plan calls for expanding access to innovative care (p. 45). He said, “I believe the problem is not that folks are trying to avoid getting health care. The problem is they cannot afford it.” This is confirmed by the Kaiser Family Foundation in their studies on the reasons why, so few people opt to buy into the Obamacare (Affordable Care Act) programs.

The RSC Plan assumes lawmakers will seek to explore and promote innovative ways for delivering care to individuals at affordable prices. And, there is no better way of doing that than promoting the Medicare-Advantage-For-All program with an integral Wellness & Well Being component. In their Plan document, the RSC promotes Direct Primary Care Plans, Health Care Sharing Ministries, Association Health Plans, Special Health Risk programs and Short-Term Health Plans. It is not lost on us that Medicare Advantage is the most popular health insurance program in American. A proper MAA program that can be effectively extended to All Americans is the best way to promote comprehensive and affordable health insurance in America. Medicare Advantage for All – Financing and Support

Medicare Advantage (Medicare Part C) has broad bipartisan support in Congress. 293 members of the 116th House of Representatives and a majority of Senators have acted in support of the program. The current program appeals to both sides of the aisle for good reasons. Why? It extends comprehensive Medicare Advantage health insurance benefits for All retirees over the age of 65 without any pre-existing condition exclusions, and in most cases without the need to pay any premiums out of pocket. It is a proper insurance plan in the traditional sense, in that the health insurance carriers take the risk. Expanding the program to cover those under age 65 with a Medicare Advantage for All (MAA) program can save the federal government and the tax payers a lot of money if we adopt an integral Wellness and Well Being program to bring an end to the prevalence of chronic illness in America. We can save $ Trillions of Dollars and put the medical expense of our economy on level paling field with the other industrialized nations of the world.

If we are successful in getting Medicare Advantage plans re-engineered and extended to all Americans, it would not require federal Obamacare style market stabilization funds and the 3R Risk abatement programs or the CSR benefits. Medicare-Advantage-For-All will eliminate the need for special federal and state funding to support the marketplace exchanges. It would continue to use capitation financing, which was the previously proposed Medicaid reforms and is recommended by the block grant approach of the RSC Affordable Health Plan. MAA would NOT require insurance carriers to raise their rates in order to expand services under the inflationary 80 to 85 percent loss ration requirements. Carriers will have the benefit of competition in providing benefits to the American people.

When we extend MAA to everyone, it will cost a lot less than ACA. In 2015, if we had purchased high-quality health insurance for ACA participants and paid all the premiums, we would have saved well over 60 Billion Dollars. Current Medicare Advantage plans cost less than the ACA plans, and if we re-engineer MA properly, we will be saving lots of money on an MAA option for under age 65 participants. In addition, we would eliminate the need for selective taxes by establishing a more equitable and American funding base.


We must not forget the Medicare Advantage is a known quantity among Americans. We will ne be able to successfully reform our health care system within out broad bipartisan support with the general electorate. The United States has made great strides toward the goal of making affordable health insurance available to everybody, but our current Congressional efforts are detracting from this progress. ACA did not do the job. It did not attract the majority of the uninsured. It turned into a small give-away program for a lot of people with serious health risks. Medicare Part C, which has been successful for 20 years, will do what both political parties are striving to achieve within the ample framework laid out by the RSC.

Huge Week for Health Care Politics

The Republican Study Committee released their Stage One health care plan, which outlines the basic structure of the plan they believe should replace Obamacare in 2020. You can download their plan from the Key Documents on this medicare-advantage-for-all.com web site. Their plan document t details exactly what went wrong with the ACA and the dynamics that underlie why the Affordable Care Act insurance program are so not affordable. It proposes key tax provisions and administrative changes that will make insurance plans, like Medicare-Advantage-For-All more affordable. Including and most importantly, how their plan will cover everybody with preexisting health conditions. As RSC Chairman Rep. Mike Johnson (R-LA) said, “We’re going to make things better.”

Thank heavens Mike had some good news to share with us, because Senator Elizabeth Warren (D-MA) unveiled her long awaited estimation of the costs of her Medicare 4 all plan, which was bad news for anyone looking for relief from the high cost of health insurance. Candidate Warren touted the fact that her plan would cost only $52 Billion Dollars over ten years. Her plan was adopted from candidate Bernie Sanders Plan, which was previously estimated to cost only $32.6 Trillion Dollars over ten years. Senator Warren must be planning to pay doctors and hospitals a little more than Bernie’s plan.

Most Americans know that the United States currently has a huge level of debt, which exceeds $20 Trillion Dollars, after all of our expenses. Just the idea of electing a president, who is going to try promote the take-over a functioning health care system that adds that much more debt to the balance sheet is stunning, if not ludicrous. Critics say that trying to transform a multi-payer health care system into a single payer government run Medicare 4 all system is going to cause damage.

There is nothing wrong with wanting to improve our health care system or the way in which we pay for it. Most Americans that have health insurance are struggling with the cost of it. And, a majority of Americans are concerned about those friends and neighbors that can’t afford it. But, when most people hear about a plan that is going to cost Trillions of Dollars, throw over 2 million Americans out of work and result in the government taking away their health insurance choices, they are at a loss to believe it is an improvement.

Why We Need to Extend Medicare Advantage to Everyone

Nothing is more important than our health, right? Then, we need to start acting like it. Medicare Advantage-for-All (MAA) is the answer.

Did you know Medicare Advantage is the most popular health plan in the United States? Medicare Advantage Vs. Obamacare

Medicare Advantage (MA) is the most popular health plan in America. Its enrollment exceeds 22 million Americans, which is well over twice the number of ACA (Obamacare) participants. MA is the fastest growing health insurance plan – thousands of new members get added daily. Meanwhile, Obamacare is the most expensive health plan in the world.

In 2015, the ACA cost eclipsed the annual per member cost of the Medicare Advantage plans (and Traditional Medicare) by over 35%. The per member cost of Obamacare far exceeds the benefits being provided to the American taxpayers and the unsubsidized American citizens paying for the program. In 2015, the annual cost/benefit per member cost $13,198 while it cost $9,719 for MA. Also, in 2015, 9.1 million had Obamacare while 17.8 million had MA.

The ACA has been the most expensive federal health insurance program in American history. Over and above the cost of the 3R’s: risk corridor, risk adjustment and reinsurance funding, the CSR payments and the cost of the federal and state marketplace exchange operations; not including all of that, the remaining annual per member cost of the ACA program exceeded that of the traditional Medicare Fee-for-Service program, which is a real feat.

MA health insurance plans are vastly more comprehensive than the affordable ACA benefit plans. MA’s exceed traditional Medicare’s equivalent comprehensive benefits with RX and wellness benefits, reasonable deductibles and in most jurisdictional counties, a zero dollar (0) out-of-pocket premium for the beneficiaries. The ACA health plans are generally the opposite, having multiple thousand-dollar deductibles, high out-of-pocket expenses and generally expensive and inflationary premiums for those, who do not qualify for federal subsidies.

The ACA was an inflationary program from the very start. In 2014, the Bureau of Economic Research documented a 24.4% increase in non-group premiums that would not have happened without the ACA. Between 2013 and 2017, ACA exchange premiums increased on average 105% and the annual cost of Silver-tier plans, which are used to calculate the federal subsidies were up again in 2018 by 32%.

This increase has been of great concern to Republicans running for re-election in the midterms. The ACA has not increased health plan affordability, competition in the marketplace or documented any remarkable cost containment. Medicare Advantage programs, on the other hand, have demonstrated substantial savings over the cost and quality of the traditional Fee-for-Service Medicare program that Democrats would like to extend to everybody.

Reducing the Cost of Healthcare with Medicare Advantage

The Medicare Advantage (MA) programs insure over twenty-two (22) Million Americans with comprehensive health insurance, at a lower federal cost than either Traditional Medicare or Obamacare/ACA. The progressive “Medicare for All” plan has a growing popularity among the American electorate. House Democrats made improved health care a successful plank in their 2018 congressional campaigns – but what we need to see is more practicality devoted to achieving this goal.

The affordability of health insurance is the last, and most important piece of our truly great American health care system puzzle that we need to complete. The Democrats call for “Medicare for All” is an understandable expression of our collective desire to successfully complete this work of art. In an Amerispeak poll conducted last year, 49% of Americans were very concerned about the number of people without health insurance.

The failure of the Republican Party to come up with a viable alternative to the ACA and the fact that we still have 30 million uninsured Americans has exacerbated this national crisis and thwarted the efforts of our health insurance carriers and health care providers to extend their services to all Americans.

We need to see more practicality and creativity devoted to achieving a solution to this problem. The Mercatus Center at Georgetown University has released a comprehensive study showing that Senator Sander’s “Medicare for All” Bill would cost $32.6 trillion over the first 10 years. Our country currently has a national debt of approximately $21.7 trillion. Based on these numbers, conservatives will probably be successful in opposing “Medicare for All” so long as Republicans maintain a majority in Senate.

What we can do to fix this system is deregulate the non-group health insurance market and crank up a variety of Gold, Silver, and Bronze – Medicare Advantage (MA) health insurance plan choices that will be attractive to and more affordable for young and middle-aged Americans. As we all know, MA is a tremendously successful program. It already covers over 38% of our elderly citizens. Moreover, some of the special Medicare and Medicaid plans may also cover the costs of an assisted living facility for a few months. A few other senior services can also be covered by such healthcare plans.

Not to forget, Medicare Advantage is growing like a weed. Of the 11,000 – 15,000 Americans that age into eligibility for the Medicare program daily; the Gorham Group believes that 50% choose MA plans within their first year of eligibility. It does not take a rocket scientist to see the MA is far more successful than Obamacare (9 Million) will ever be. ACA enrollment has declined in each of the last three years. And, even as we currently enjoy almost the lowest uninsured rate ever in U.S. history, the ACA is steadily moving us in the wrong direction. We can make these Medicare Advantage plans even more affordable by preserving the competition between the health plans.

Necessary subsidies and tax credits can be funded by restructuring the Medicare Trust Funds, which must be done shortly because the Medicare Trust Fund actuaries predict it will be bankrupt by 2026. This year they will issue the second “Medicare Funding Warning” that within 7 years, Medicare will have to draw more than 45% of its funding from general revenues. For each such “Warning” by law, requires the President of the United States to submit to the U.S. Congress proposed legislation responsive to the problem “within 15 days after the submission of the Fiscal 2020 Budget.” Congress is then required to consider the legislation on an expedited basis. This law is a measure of the importance we place on protecting our Medicare program.

Long story short, it should be clear that it is within our power to reduce our cost of health care. We have the skill and expertise to simultaneously reduce the cost of our health care GDP to a competitive world market level, secure our exceptional and unique health care financing system and improve the health, productivity and insurability of the American people. A properly designed, expertly administered and adequately regulated MAA program will accomplish these goals.
